Joshua D. Delaney

Josh has nearly 20 years in construction and land development. The first decade was in landscaping, hardscaping, and excavation — the part of the business where you find out whether a plan can actually be built. The second began as a rodman at a small surveying firm on the Delaware beaches, where he worked his way up to running field crews and managing projects for coastal custom-home builders.
He returned to Chester County in 2019 to manage residential land development projects for a well-regarded Exton engineering firm — soils testing, wetland delineation, on-lot septic, and PADEP Chapter 102 and 105 permitting through final approval for more than a hundred clients. He founded Precision Geospatial Solutions in 2023.
He has passed the NCEES Fundamentals of Surveying exam, completed 36-hour wetland delineation training under the 1987 USACE Manual, and maintains continuing education through the PADEP Clean Water Academy and PSATS.

Edward is responsible for business development, strategic partnerships, and client relations at Precision Geospatial Solutions. Most recently serving as Vice President and Client Advisor with J.P. Morgan Asset Management, he brings over a decade of experience delivering high-value technical solutions and excels in his ability to simplify the complex for more informed decisions.
Ed’s journey with PGS began during the due diligence process for his own property’s survey. A fellow graduate of Penn State with a degree in Energy Business & Finance, he discovered a shared vision with Josh: to provide PGS clients with cutting-edge technology solutions built on time-tested principles.

Paul H. Woodruff, P.E.

Paul H. Woodruff spent over 50 years in environmental consulting and related businesses. He founded Environmental Resources Management, Inc. (The ERM Group). Over a 24-year period as Chairman and CEO, together with his partners, Paul built ERM into a global group of 66 companies in 34 countries employing more than 2500. He has served on numerous boards in the profit and nonprofit sectors. He has published over 35 professional papers.
Mr. Woodruff holds both a B.S. and a M.S. in Civil Engineering from Michigan State University. He has completed the Program for Management Development at Harvard Business School and is a Diplomat of the American Academy of Environmental Engineers. Mr. Woodruff was a registered professional engineer in 13 states.
